  Dear plz tell me whats the bandwidth of personal and premium plans
  Are they helpfull to publish instant articles
  Or can i merge my free wp plan with instant article on face book?
  There is any quarterly or half yearly payment plan ?

  There is no bandwidth limitation on WordPress.COM regardless of which plan you are on. When you upgrade you are just paying for an extra storage space and also for some additional features that come with the respective plans.

  Are they helpfull to publish instant articles Or can i merge my free wp plan with instant article on face book?

  Only the WordPress.comBusiness plan support Facebook’s instant articles with the use of a plugin.

  There is any quarterly or half yearly payment plan ?

  All WordPress.com plans are billed yearly. There are no quarterly or half yearly payment plan.
