About HTML java script widget

I am new to WordPress , my theme is not showing html widget can some one explain whether it depends on theme or can we add manually

Go to the front of your blog – top left hand corner hover over the blog title
A drop-down menu appears
Click “Report this content”
Click it and complete the form and submit it to ToS Staff.From the TOS http://en.wordpress.com/tos/

my theme is not showing html widget
We cannot use JavaScript codes. The software strips the code out for security reasons.
