If you’re thinking of hosting your site with a local web host, you’ll want to use the free software @kokkieh mentioned above: WordPress.org.
Having a self-hosted website that uses the WordPress software is not quite the same as having a website hosted on WordPress.com.
WordPress.com is a platform that is optimized for the WordPress software; it includes managed hosting and provides many additional benefits for security, speed, and support.
