    Can you explain what you mean by a perpetual license? What exactly is it you’re trying to do?

    WordPress is free, open source software, made by the community on WordPress.org, and released under a GNU public license:

    So no one can sell or purchase licensing to use WordPress – WordPress is already free for anyone to use, modify or extend in any way they want.

  • If you’re thinking of hosting your site with a local web host, you’ll want to use the free software @kokkieh mentioned above: WordPress.org.

    Having a self-hosted website that uses the WordPress software is not quite the same as having a website hosted on WordPress.com.
    
    WordPress.com is a platform that is optimized for the WordPress software; it includes managed hosting and provides many additional benefits for security, speed, and support.
