  I want to know if I go for a personal plan then will I be able to use Yoast plugin and other plugins?

  No. Plugins require a Business plan. See the features of all the plans here

  Hi @adamstouha,

  While you would need a Business plan or higher to install Yoast on your site, you do have some SEO options that are available on the Personal plan. You can learn more about that here: https://wordpress.com/support/seo/
