please help to get me a plugin for file upload control. I want to allow my blog viewers to upload their images through choose file and upload buttons for which I need a plugin but I can’t find it on my Dashboard. Please help me.

No Plugin’s, no FTP access and no way to allow visitors to upload pictures & files to a blog at WordPress.COM
You will need to hire your own host and install the WordPress.ORG software to get those functions – and letting visitors upload stuff opens a site to all sorts of security issues and spammers

Following up on what he said if you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.
