A WordPress.com plan can only be bought for a site that is hosted on our servers. We provide hosting for free, and the plan is just to add extra features to an existing site. A plan is not required to have a site on WordPress.com, but it is if you want to use your own custom domain.
To create a WordPress.com site, go to https://wordpress.com/start/site/ and just follow the steps.
