  From this themes page (https://blossomthemes.com/downloads/vilva-free-wordpress-theme/). I am not able to upload. It says upgrade. Is it because I am using free version as of now?

  Hey there,

  Custom themes such as the one you are linking to can only be uploaded on WordPress.com if you have the Business Plan Upgrade:

  https://wordpress.com/business/

  If you do not want to go with the Business Plan but want to stay with WordPress.com, the good news is that WordPress.com has hundreds of available themes that you can activate (many for free), and they are found under Appearance > Themes
