  Theme is not change for mobile only change for desktop mode why?

  The themes at WordPress.com are mobile responsive by default. Those are at wordpress.com/themes/

  The site that you’ve listed was registered at GoDaddy and also points to them (rather than WordPress.com).

  For help with running your own WordPress installation you’ll need to visit https://wordpress.org/support/ or talk to your theme author directly about the mobile set up needs.
