about WooCommerce billing and shipping address

Our website can’t identify and save WooCommerce billing or shipping address. Our customer has inputted the shipping info, but we can’t activate the credit card payment window or we return to the address again after filling in the credit card details.
We don’t know why it happened?

I need to explain the cause for system error.
We have changed the format of Wocommerce billing address, now the system can’t identify and save the address info inputted by the customer.
Our sales manager in Brazil have tried to input the customer info, and entered into the credit card payment interface, but the system hinted that she need to input the billing address again after she filled in the details of credit card. -
