Excellent question!
Basically, a WordPress.com blog with a TLD and a WordPress.org self-hosted site with a TLD + Jetpack are pretty equivalent in terms of features. Jetpack basically gives .ORG sites the great stuff that .COM blogs have.
I’m sure there are others who will pipe in with pros and cons, but since Jetpack pretty much ‘equalizes’ the two services feature wise, I think this list covers a lot of the advantages and disadvantages of both options –
Basically a .COM will mean the backend work and maintenance is done for you, so you can focus on producing great content, while a .ORG install will give you the flexibility to install pretty much any theme or plugin you want and really customise WordPress to your liking. However, that also means that security and maintenance is basically up to you and your webhost, or a third party service like Automattic’s own VaultPress.
