about wp being an open source

  Hi
  I know what does open source mean. But I want to who develop WP software? Automatic or because it is an open source software then people around the world can contribute to development of WP software? Let’s say someone wants to change the gray tool bar of WP and of course he/she can because it is open source, how he/she will submit the change to Automatic?

  What I am thinking is that Automatic change the software as they wish but if users want to change their own version of software then they can since it is open source but what people change does not effect the main software that develop by Automatic, am I right?
