  To whom should I report the website that began the entire scraping discussion forum on https://en.forums.wordpress.com/topic.php?id=31236&replies=11?

  As you can see, WordPress is hosting him. He has just moved his site from myzestead.com to http://www.stewart-kirkpatrick.com/souralba/

  Wrong forum you’ll have to direct your question over at wordpress.org
  the link you have provided is not hosted here at wordpress.com

  WordPress.com or WordPress.org ? The difference.

  Self-hosted? It’s a WordPress template. He mentioned that WordPress wasn’t redirecting his posts, so I assumed…anyway, so sorry I got the wrong forum.
