  Which is it WordPress account and/or Stripe account?

  Hi there! As noted in the section you quoted of the Donations Block guide, someone who wants to make a donation to you needs to create a free WordPress.com account in order to do so.

  The only person who needs a Stripe account is the person receiving the donations. I hope that helps, if you do have any other questions let us know!
