  Restrict pages, posts, custom post types, menus and widgets to members, nonmembers or specific roles and still add to navigation

  For that kind of access control on a site, you need to hire a web host and set up a wordpress.ORG software install. See: Moving to Self-Hosted WordPress https://move.wordpress.com/
