    1) I want to create location or enter zipcode popup before entering the website.

    2) after enter zipcode in popup all products price will change as per zipcode. (in short product price based zipcode (city, state)

    3) In popup entered zipcode will shown in header. Customer can change anytime & all product price will change.

    4) If user zipcode or location in delivery area means nearest area of store its show delivery. or area is so far then display shipping.

    Please note that your site on WordPress.com will need the WordPress.com Business or eCommerce plan in order to use plugins (like WooCommerce).     I’ll share the answers based on using WooCommerce, a plugin you can use to add an online store to your site, but if you have more questions, the WooCommerce support forum is a better place to ask the WooCommerce team directly.

    I’m not familiar with any plugin that does this (You can ask on the WordPress.org support forum to get more suggestions), but the WooCommerce plugin lets you geolocate the customers based on their location. There are also third-party plugins that add more geolocation features to WooCommerce.

    WooCommerce has the built-in option to charge different tax rates based on location. But we found this extension called Price by Country that lets you choose different pricing based on different countries.

    You can contact the extension support to see if it can be modified to work with different zip codes instead of countries.
