This is a topic for wordpress.org.

The software choice is unlikely to be the cause of restrictions in China. More likely the hosting choice and/or the content. Once a policy decision is made that a site is not to be allowed in, the mechanisms of doing that are typically by IP address or a network of many IP addresses. Some blocking can be done by DNS name, but that is easily worked around by using another DNS server. The more effective blocking is done by routers doing IP address based blocking. The Chinese government has access to many smart technical people who could implement and deploy this on a wide scale. I know I could if I chose to work for them. WordPress.org or WordPress.com or your hosting has no control over it.
