Access to Appearances Tab

I have administrator-level access but have no “Appearances” on my side menu. I have cleared my cache, signed out and in, and tried the /wp-admin/ shortcut to my address, but I still have no access.
The blog I need help with is: (visible only to logged in users)

The Appearance link in the WordPress.com sidebar is only visible to Admins on a site.
You can check your current user role for that site at https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs under the Role column.

Noting that the Appearance menu in the WP Admin dashboard that @franzaurus mentioned will display only the themes that have already enabled on a site. You can switch between those themes, but to activate a new theme, it’s done at the newer theme dashboard.

My role is administrator and I have tried adding “wp-admin/themes.php” but that tells me that the page does not exist. We have tried removing me as an administrator and re-adding me in case it is just an error in the permissions, but that has not worked either.
