  Hi,
  For the free account, do we have access to manually changing the wordpress code manually as well as access to css code?
  if not, does upgrading to a premium account add this functionality and maybe SFTP account access?

  Hi there, the Premium and Business bundles give you access only to your theme’s CSS for editing. WordPressdotcom users do not have access to their site PHP or HTML.

  There is also no FTP access here. You can read more in this Support document https://en.support.wordpress.com/ftp-access/
