What us the best way for a person coming to WordPress for the first time to look up another person’s page in order to read it? Google search? Or, is there a way for that person to type in my page name directly? I did not see it, or recognize it on the home page. Please advise.

People choose to register usernames and they also choose what their sub-domain name will be. If you have that information you can locate them easily.
If you know the exact username of the user you want to find, put this in the address bar of your browser and click the return key:
https://en.forums.wordpress.com/profile/USERNAME HEREIf you know the blog address then put it in the address bar of your browser and click the return key
http://NAME_OF_BLOG_HERE.wordpress.com' You can do the same and use Google search: 'site:NAME_OF_BLOG_HERE.wordpress.comIf you know the subject matter they blog about you can search the global tag pages.
