To use plugins you need a WordPress.org install.
The differences between free hosted WordPress.com blogs and WordPress.org installs are stated here. http://support.wordpress.com/com-vs-org/
There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins.
http://en.support.wordpress.com/ftp-access/
http://en.support.wordpress.com/plugins/There is no upgrade you can purchase that changes anything at all stated here http://support.wordpress.com/com-vs-org/ FTP access, and plugins are available only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs.
WordPress.com and WordPress.org are completely separate. if you require plugins, third party themes, advertising, a shopping cart, etc. then you must hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. http://wordpress.org/ Then you can move your content from the free hosted WordPress.com blog into the WordPress.org install. http://en.support.wordpress.com/moving-a-blog/
