Accessing a site with no login details

Hi
I am currently building a site for a Scouting District in the UK and they currently have a site that is hosted on wordpress.com. The person that originally set up this site is no longer with the organisation.
Are you able to help us gain access to the site at all or assist in deleting the site so that we can start again fresh.

You are posting to the wrong support forum.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. As you are referring to a site that is not hosted here, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

The blog that I am needing assistance with is actually https://cheadledsc.wordpress.com/ however the online form that I filled in to create this post required that I log in with my wordpress account which is associated with the phpboyscout.uk blog which is as you quite accurately self hosted.
The online form appears to have automatically added the line “The blog I need help with is phpboyscout.uk.” to my enquiry.
Currently no-one within the organisation that the cheadledsc.wordpress.com represents has the ability to access the site in any way and we are looking to find a way to access the site so that we can make updates or if we cannot do this to have the site removed so that we can start again.

Companies, business, organization and groups of any kind do not own blogs. If you do not have the login information then you will have to provide proof ownership to Account Recovery Staff to gain access to the site. https://en.support.wordpress.com/account-recovery/ as Support Staff cannot breach the privacy policy and provide the log-in information, so please be clear on that.
Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account. You will have to contact the site’s actual owner and have them transfer the blog to your username account.
The blog’s owner has to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
