Are you referring to the purchase of a premium theme via WordPress.com? http://en.support.wordpress.com/themes/premium-themes/

The only themes you can use on a free hosted WordPress.com blog are those found here > Appearance > Themes and showcased here > http://wordpress.com/themes/
There is no FTP access to our free hosted WordPress.com blogs. Also note that there is no upgrade you can purchase that allows FTP access and the ability to install themes or plugins. Those with WordPress.org installs have FTP access and can install their own themes, third party themes and plugins. http://support.wordpress.com/com-vs-org/

I have the wordpress.com blog, but then I also want to create a new website, so I purchased Genesis and the Corporate theme, but I have no idea how to get started building out the site- do I need to set up a new account? or buy the pro bundle?
-
You cannot use those themes on a free hosted WordPress.COM blog.
You can only use them on a self hosted WordPress.ORG install.
Please read what I posted above. -
There is no upgrade you can purchase from WordPress.COM that allows FTP access and the ability to install third party themes or plugins. To do that you must hire a web host and set up your own WordPress.ORG install.

Ok, got it….so I downloaded wordpress.org software and now it’s in my downloads folder, but didn’t install?
-
No, you have to BUY hosting from, a server company and install WordPress.org on that webspace. Basically, you are building a website from scratch.
Simpler just to get your money back for the theme and use the ones built in here at WordPress.com.

If you are not skilled in the use of WordPress>ORG software then I agree with raincoaster. Return the theme and get a refund. Learn how to blog here at WordPress.COM where it’s easier to learn and where you have support for the learning process.
