Hi there. The reason you cannot delete the account is so someone else can’t claim your username and impersonate you. It’s a security issue, and part of the Terms of Service you agreed to when you signed up for the account: http://en.support.wordpress.com/deleting-accounts/
The only details you were required to provide when signing up for your account was an email address. WordPress.com will never send you spam to that email address and also won’t sell it to third parties, as clearly stated in their privacy policy. You can disable all email notifications from your account settings:
https://en.support.wordpress.com/email-notifications/If you change that email to a throwaway address there will be no way your account could ever be linked to you. Any other details that you added yourself, you also have the power to delete yourself. See timethief’s instructions in this post on how to do that: http://onecoolsitebloggingtips.com/2012/06/02/deleting-accounts-blogs-and-content/
If you used your real name as your username you can change that to a random username that cannot be connected to you. The existing username will then cease to exist and won’t be available for anyone, including you, to ever use again: http://en.support.wordpress.com/change-your-username/
To delete your blog you must be logged in under the exact same username with which you created it. To prevent accidental deletion there will be multiple warnings that it cannot be reversed and you will have to click on a link in a confirmation email before your site will be deleted. Take note that there is no way to undo this. Both your blog’s content and address (URL) will be gone forever. http://en.support.wordpress.com/delete-site/
Also keep in mind that cached copies of your site may remain on search engines for several weeks. WordPress.com has no control over this and you’ll have to contact the various search engines directly to have it removed from their respective caches.

I suppose if you want to believe them caring about user account security means they blow, that’s your right. Keep in mind, once again, that you agreed to this when you signed up. Don’t blame WordPress.com if you didn’t read the terms of service before accepting them.
