I just signed up, and it seems that 95%+ of the names I tried to come up with when creating my first site were unavailable, yet when I tried to view those blogs, they were either abandoned (hadn’t been updated in 2, 5, and in a few cases, 9 years), or deleted by the author.
Of the abandoned blogs, over 60% of those only had a default, test page up, no actual content, and if a site was deleted by the author, it should go back into the pool for re-use.
I don’t know if this is a tactic WordPress uses to try to herd users toward the paid options, but if not, this is how it appears, and some house cleaning is certainly in order.

There is no requirement to post on a blog to keep it active – also once a blog name is deleted it is never recycled (that protects the original blog owner from being impersonated)

As auxclass says you cannot recover or register any deleted blog URL. Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
