How do I recover?

The only site we have under your account here is https://carlybrookpmu.wordpress.com/ which appears to be operating normally.
What is the URL of the site with the problem?

It is an old account – carlybrookpmu.com
The web designer appears to have deleted the account with no explanation resulting in the website have a NET::ERR_CERT_COMMON_NAME_INVALID

Your site is not hosted with WordPress.com but instead a site using the open-source WordPress software (from WordPress.org) but hosted elsewhere.
We cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers. But, I can get you pointed in the right direction.
If you had any account ownership at the hosting provider, you should reach out to them as soon as possible to see if they can reactivate the account if they still have a backup of your site.
Otherwise you would need to work with the web designer here to resolve this or seek other action.
