I would like the account for Garden Grove elementary pta to be separate from my own so that I can pass on the account to future PTA Presidents. We are a Non-profit so I will need to be able to take myself out of the equation at the end of the school year.

You log out, clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies, and then without logging in again, you register another username account under a different email address.
You log out, clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and log in under the old username account.
Add the new username account as an Admin https://en.support.wordpress.com/user-roles/ to the blog you want to transfer to it.

Companies, groups and organizations of any kind do not own blogs. Every site is registered under a specific username account and the person is the Admin of the site. Only one Admin per site is recommended with good reason. https://en.support.wordpress.com/user-roles/
If you want to leave a .wordpress.COM hosted blog that you did not register but have been made an official user of by way of invitation you can use the leave a blog option. http://en.support.wordpress.com/my-blogs/#leave-a-blog
