I paid for the individual then the premium and now its asking me for the business which is what I need but I am overpaying.

Hi, I don’t see any payments on this account yet. My guess is that you’ve got another account. Can you log out and log in with the account associated with that site? It should be the email address that gets renewal reminders and what not.
Otherwise, could you send a link to the site you’ve already bought?

I think the issue here, is that, you were signed in to a different user account. You were not signed in to the account where the upgrades were purchased. Now you are signed in correctly and can proceed.
When signed in, go to https://wordpress.com/me/purchases/ to review your account.
I can see that a personal plan was bought on July 4th for $48. On July 6th you upgraded to premium and we charged another $48, which is the difference of those two plans. All that checks out.
What are you trying to do when getting prompted for the business plan? Happy to see what alternatives we can come up with to save you that money.
