Account Recovery Issue – Locked Out Of Account

Hello support forums, I have a client who has been locked out of their account. I am trying to solve this issue on their behalf.
He has been trying for several months, no luck.
Here is the issue.
If he triggers a password recovery email, he doesnt receive it. Yes, he’s checked his junk and all other folders and is sure this is the email associated with the account.
In the recovery form. We can add all the relevant info right up to the account verification section. He doesn’t have any of that info.

email associated with the account is (email visible only to moderators and staff)Please let me know what steps can be taken to flush this account so it sends emails or confirm the email address associated with the account… or something. All help much appreciated.

Please have the client email us at help@wordpress.com, and we can help sort this out. We really cannot address this issue without explicit authorization from the account owner, so if you can work with them in outlining the issue, that’d be great.
