Account Recovery says Transaction ID not valid

  I am trying to recover the access to a separate wordpress account. I can’t remember my username or password and I no longer have access to the email account (was in the process of getting that set back up, but time got away from me.) What do I do now? I have the paypal transaction ID from September, but it is not being recognized.
