  That is not a WordPress.com site, but it’s hosted with Namecheap.com, and that Account Suspended page you’re seeing is theirs.

  Please contact Namecheap support directly for help regaining access to that site.

  There is an account with the username, botchway on WordPress.com, but that account has no connection at all to that site, and hasn’t been active in 7 years.
