I would like to transfer the theme on bellatemadotcom.wordpress.com to bellatema.wordpress.com and deactivate bellatemadot.wordpress.com. Please let me know what I need to do. Thank you!

If you’re within the 30 day refund period you could cancel the theme upgrade and then purchase it on the other WordPress.com site. If you’re outside the 30 days drop a line to support at https://en.support.wordpress.com/contact/
If you’re sure you want to delete a site you can follow the steps at https://en.support.wordpress.com/delete-site/

https://bellatemadotcom.wordpress.com/ is using the free theme, Lingonberry: https://wordpress.com/themes/lingonberry/
To use that them on a different site, just go to My site ->Themes on the other site, search for the theme, and activate it. You can’t transfer a free theme between sites, as there is no need to do it.
Your username also does not own https://bellatema.wordpress.com/. If you created that site you need to log into the username account you used to create it, and then change the theme.

You can do that, yes.
First, log in as the username that owns that site. Then go to this link:
https://bellatema.wordpress.com/wp-admin/index.php?page=my-blogs
If you move your mouse over the site title there you’ll see a Transfer Blog option. You can use that to transfer the site to a different username.
Note that this will remove the existing username from the site completely, and it cannot be reversed, so make sure you transfer the site to the correct account.
