Account Visibility Settings or Deletion Option Not Available

Hi all,
I’m attempting to delete an old blog and start up with a new one. Unfortunately, the settings that I’m told to use (either making the site private or deleting it) just aren’t available to me. When I highlight Settings, it only shows me Sharing and Polls. There is no Reading panel. When I go to Tools, it only shows me the Press This and Post by Email information. Does anyone have a solution to this? Or is there a menu that I’m simply missing? Many thanks.

My apologies, it looks like I inadvertently linked to the wrong blog when writing this post. The one I’m attempting to remove is proseapocrypha.wordpress.com. When I tried to get to the reading options for that site, it gave me the following error message:
The page requested does not exist
The page you requested does not exist, or you do not have have the necessary privileges to access it. You may return to the dashboard of Prose Apocrypha by clicking here.
If you reached this screen by accident and meant to visit one your own sites, here are some shortcuts to help you find your way.
I’m not entirely sure why I don’t have the necessary privileges to access the reading options. The Prose Apocrypha site was made a number of years ago now if that’s the issue. Thank you so much for all of your help! Really appreciate it! Let me know if there’s more that I can do.

Exactly which username account registered this blog? https://proseapocrypha.wordpress.com/
That is what you have to determine. And, I see this matching username account here https://en.forums.wordpress.com/profile/proseapocryphaYou have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.
Clicking this link should display all your blogs registered under the same username, including the hidden ones: https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden
