Action Button Edit plus Plug Ins

Hi,
I am using wordpress.com to build a site. I have two issues.
First call for action button on the header, where can I go and edit the text inside the button and also redirect it to another page?
Secondly, I am wanting to add a couple of plug in, when I go to that section I can not see where the add area. Any ideas on this too?

There is no FTP access to any wordpress.com sites. The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.See:

However, if you are reading anything that makes you think that we bloggers can install plugins, advertising, custom themes or third party themes on sites hosted by wordpress.COM, then you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

The difference between web site and blog is just semantics and structure.

A blog is a website. The difference between blog and website is simply structure and semantics.
A blog is a post based website designed for interactive communication. As the posts are frequently updated and appear on the front page of the site it’s very attractive to search engines.
What most people call a website is merely a page based site that functions as a one-way noticeboard. As the structure is page based and as pages are for static content that rarely changes, and as pages do not have RSS feeds, and as others do not backlink to pages, it is not as attractive to search engines as a post based blog structured site is.

I am using the gateway theme and on the header there is a call for action button and it is directed to a test site. I would like to reword the call for action text and also redirect it to another page.any ideas on this?

Thanks again. I understand the links and I have completed most but I cannot find the section where the code is for the call button to change the wording and which pages it goes to.
