  Hi there,

  Which theme are you trying to activate?

  You can change your theme by going to ‘Appearance –> Themes’ located on the left hand side of your dashboard, or click here:

  https://wordpress.com/themes/

  From there, you can click on the three dots next to a theme name and you’ll see an option to ‘Activate’. You can learn more about activating themes here:

  @nickjkam we’ve seen several folks lately who raise questions about activating a theme, when it’s actually a TOS issue. Feel free to just modlook any of those you run into.
