Activate new account, domain transfer, billing

  My site manager wants to login to WordPress and begin building my site. Will he/she have access to my billing information? I will be transferring a domain from namecheap into WordPress. Thank you.

  I recommend having them create their own WordPress.com account, then adding them as a user to the site: https://wordpress.com/support/user-roles/#adding-users-to-your-site

  That way, only you will have access to your own billing information.

  As for transferring the domain, please following this guide: https://wordpress.com/support/move-domain/incoming-domain-transfer/

  Thank you. If I add them as an admin or editor (or any of those options) they will not see my billing info, correct?

  That is correct, only you will see your billing info, since billing info is stored under the account and not the site.
