‘Activate this design’ not working

Hello,
I used to use WordPress a number of years ago and found it so easy to set-up a website from scratch, but I am really struggling now.
It looks like I have to go through the ‘What kind of site are you building’ process where I choose Blog, Business, Professional, Online store before I can choose another WordPress theme to use. So, I have gone through this process. However, whenever I try to ‘Activate this design’ for a new theme afterwards, the new theme design incorporates itself into the original site framework rather than becoming the new framework. I am thus unable to use the new theme at all.

Can you clarify what theme you’re trying to activate? Also, I’m not sure what you mean by framework — can you clarify what you’ve got and what you’re going for?
