‘Activating the Theme Feature’ Issue

I just subscribed to a theme, and it moves to a page after checkout where it attempts to apply it, but it’s stuck at ‘Step 1 of 4.’ I have been on the page for a long time with no progression, and I have no internet connectivity issues. How long should I give it before determining that it is not going to move forward? How can I resolve this issue?
