Activation WordAds for free plan with high traffic

  I read that WordPress.com sites on the Free or Personal Plan that have moderate to high traffic and appropriate content also have the option to apply to the WordAds program.
  I have a free plan but I have high traffic. I need to activate WordAds.
  But I don’t know-how. Can you please help me?

  Within the link provided above it says:
