Active Access Token

I know I’m not the first, but I’ve tried a lot of what’s been said already and it hasn’t changed anything for me.
Basically, I’m trying to create a blog using an account I used to use years ago. I got up to choosing which package I want until it told me I need an Active Access Token. I tried enabling third party cookies on my browser (Chrome) but it was already enabled. I then tried deleted my cookies and internet history, but that didn’t change anything either. Is there something else I haven’t tried yet?

Please try to sign out and back in to your WordPress.com user account. Also, clear your browser cache: https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache/
Then enable third party cookies on your browser https://en.support.wordpress.com/third-party-cookies/#how-do-i-enable-third-party-cookies
If you do not succeed please provide this specific info:
(a) Exactly what kind of device you are using to connect to the internet and to WordPress.com.
