  I am just starting to create my site. How do I keep the site inactive, until I am ready to go live? Thank you.

  Hi,

  You can make your site private, which will make it inaccessible to anyone unless you give them exclusive access. To make your site private, please go here, select your site from the list, and look for the Site Visibility setting: https://wordpress.com/settings/general

  More information here: https://en.support.wordpress.com/settings/privacy-settings/

  Once you are ready to go live, you can make your site public from the same setting.
