Active/Hover Behaviour

I’m having real trouble making edits to the behaviour of active links in one section of my website.
I am trying to lighten the icons in the Ethos section of http://www.rhodiumwealth.com and have the active icon remain highlighted.
I’m fairly new to CSS – have managed to find & edit the corresponding line in the site’s Style.css sheet but they don’t show as expected.
What I can’t quite understand is making the changes in the Inspect Element works fine but making the changes in the CSS file doesn’t.
Morevover, the section appears to behave differently (IE it works OK!) when viewed through Inspect Element, but doesn’t work once I as expected when I exit Inspect Element.
I’m tearing my hair out with this & hoping that any guidance members here can provide might be an AHA! moment & help me on my way to mastering CSS once and for all.

Hi @roseniland17, it looks like you are using WordPress but you are not hosted here at WordPress.com. For self-hosted WordPress sites such as yours using Twenty Seventeen, there is a dedicated support forum at WordPress.org. If that functionality is from a plugin, I would suggest contacting the plugin author for help.

I have a couple of things to offer. First, it is not advisable to modify the existing CSS files since when the theme gets updated, it will overwrite your change. You can add custom CSS at Customize > Additional CSS and that will not get overwritten by theme updates.
When you make CSS edits in the web inspector in the browser, it does not actually change the CSS on your site. You have to add the necessary CSS at Customize > Additional CSS and that additional CSS loads after the original CSS so it takes precedence.
I took a quick look at your site and I can certainly set the active color, but it is sort of wacky and doesn’t seem to work right.
