ad a user without be invited for a blog

  I cannnot find out how only add a users to my userlist without being invited to start their own blog.
  In my administration sector I don’t find a possibility.
  I find “change the role of selected users but I cannot get any other user déclared than myself.
  Is there anyway to do that an how.
