  Hello!
  I don’t see button on my dashboard, Appearance > Themes > Add New.
  How can I add new theme on a basic account?

  You cannot upload custom themes on WordPress.com. You can only make use of the themes already existing over here. For a list of themes available for use on WordPress.com, checkout https://wordpress.com/themes/
