Add a new user

I want to add a user but all I see under the user tab is invite user. The page also, only has an invite user option at the top
The blog I need help with is: (visible only to logged in users)

Yes, the Invite User link is how you add new users to the blog. You can’t add users without their permission – they need to accept the invitation before they’re added.

Yes, but invite user does not let me create a pseudo-account for them. Some of my users do not have wordpress accounts and I do not want to force them to create one for the sake of contributing I the blog. There should be a way to set up a username and password for them so that thy can log in and later change their password themselves

No, the only way someone can contribute to a WordPress.com blog is if they have their own username account. This is for security reasons and there’s no way around it.
The only other option is to have contributors email you their posts and then you post them yourself. I know of several bloggers who handle guest posts this way.

Note, they don’t need to create their own blogs, but they must register an account. In the account registration process when the site prompts them to create a blog they can merely select the option to continue without creating a blog.
