  I am trying to inser this link

  You cannot use an iframe on WordPress.com; it will be stripped out for security reasons.

  But is there any way to insert a not wordpress.com js-widget into wordpress.com blog? Maybe we need to register our widget or pass some validation tests?

  No, there is no way to use iframes or javascript in a WordPress.com blog. They are insecure and not allowed here.
