  Hey there,

  You won’t find a plugin tab in the dashboard because plugins are installed and utilized solely for those with self-hosted WordPress.ORG installs:
  http://support.wordpress.com/com-vs-org/

  The good news is that there are plenty of plugins already bundled and configured within the WordPress.COM blog/site. You can find out about bundled WordPress.com plugins here:

  thank you… all the videos I saw on you tube and a Creative live class never say the words “self host” I figured it out and will host on Bluehost. Thank you for your help
