  I have a free account with wordpress . trying to download Serplify plugin
  please tell me how to do it

  You need to go to wordpress.org where you can add a plugin. wordpress.com does NOT have an add-in feature.

  Unfortunately plugin support is limited in WordPress.com, you can see the built-in plugins from this list: https://en.support.wordpress.com/plugins/

  But if there is one whose features that you feel would benefit users on WordPress.com, then please let us know in the ideas forums: https://en.forums.wordpress.com/forum/ideas
