  I want to host on wp engine. Do I need a business plan to add a custom theme?

  You don’t need a plan here unless you plan on hosting at WordPress.com. WP Engine is a separate hosting company, and the WordPress.org software you’ll use there is free. Here’s a bit about the differences- https://en.support.wordpress.com/com-vs-org/
