Add category is missing

On admin dashboard there is not Add category or Categories at all visible. I have couple of categories on two blog sites but in neither’s admin dashboard they’re not visible.
The blog I need help with is: (visible only to logged in users)

Aee you sure you have the right permissions to create new categories or tags? Blog collaborators and authors can’t create new categories or tags, just use the existent ones in that particular blog. You must be at least Editor to do so.

I’m the administrator and I’ve been able to create categories. But the function has disappeared.

Yes, indeed I can. But for my other blog where I really need to add a category I cannot. If I replace the beginning of the address given above By my other blog name I got a strange note “Are you trying to cheat?”
So, almost there. I have 2 blogs within the same username.

Are you sure you have administrator privileges on this one too? It was you with ilpovalimaa user who created this other blog?

Indeed now when you ask, I remember it was created By another username, By the blog’s title name.
I logged in with that and voila, Categories > Add new is available.
It still remains unclear why in ilpovalimaa blog the path is not visible. But as you provided me the direct address I can use that.
So, problem solved.
