Add dropdown menu without Admin access

I am new to WordPress and would like to add a drop down menu to the website, but I do not have admin access. There is no plugin tab on the left hand menu bar. In addition, the website is missing the ‘Network Admin’ tab on the upper left menu bar. I only see Dashboard > My Sites. I would like to use a plugin to allow me to add a drop down menu. Please let me know how I can add a drop down menu to the website without having Admin access and without being able to access ‘plugins’. Thanks so much for your time and assistance, I greatly appreciate it.

Sorry for the confusion. The website I need help with is not the one listed in the blog. I had to create a new login account to be able to post on the forums. The website that I need help with has already been setup and has been turned over to me, though I do not have admin access. As I previously stated there is no plugin tab not network admin tab. In addition, I have tried to create new pages with the correct parent, but a drop down menu is not generated under that parent. Thanks again for all your assistance.

Are you using a free WordPress.com account? You cannot add plugins to the free websites. You need to upgrade for those options..

That is not true.
You are confusing wordpress.ORG software installs on paid hosting with your wordpress.COM hosted blog. They are not the same.
There is no FTP access to wordpress.com blogs and no blogger installed plugin capability. Those exist only on wordpress.ORG software installs and no upgrade alters that reality.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

What I post below applies only to sites hosted by wordpress.COM. It does not apply to wordpress.ORG software installs.
Companies, groups and organizations of any kind do not own blogs.
Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
* You will have to replace “name_of_blog” with the actual blog’s name in that URL.
After the blog’s owner logs in clicking this link should display all blogs registered under the same username account, including the hidden ones: https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden
If the blog’s owner does not see the blog here http://en.support.wordpress.com/my-blogs/ then they need to follow this guide > http://en.support.wordpress.com/my-blogs/#my-blogs-dashboard-visibility

If you check each and every possible email address and account and are not successful gaining access to the blog(s) then you must complete the form for account recovery at this link https://en.wordpress.com/wp-login.php?action=recovery and submit it to the Account Recovery Staff, and provide proof ownership, so they can contact you by email ie. not on these public support forums, which are available to everyone with internet access.

What is the exact URL starting with http:// of the site you referring to please?

Assuming you are actually referring to a site hosted by wordpress.COM let’s address the issue.Add dropdown menu without Admin access … I do not have admin access.

So now that we have come full circle please answer these questions:
1. What is the URL of the site you refer to?
2. Who owns the site ie. which username account registered that URL? -

Thank you very much for taking the time to explain everything, I greatly appreciate it and it cleared up a great deal of confusion I was encountering. The URL is: http://nh.agu.org/It is my understanding that the site is associated with WordPress.ORG, not WordPress.COM. Therefore, I will direct my questions to their forum. I did not realize they were different organizations. Thank you for your concise resources, they are extremely beneficial.

Yes, nh.agu.org is hosted by Armor Defense, not by wordpress.COM and support for it is at http://wordpress.org/support/
